I tried this part too, but I think that part of the instructions seem a little confusing or misleading; without the binary-only packages, the make_rootimage.sh command fails when dpkg hits the missing dependancies (and what's even worse, it seems to delete everything under the actual contents of the rootfs from the rootstrap image).
