I don't know if you are already familiar with the projects gnokii and
gammu(a kind of gnokii fork). For gammu, there is also some python binding
to access  libgammu.

I would suppose that that library implements most of the functionality that
has ever been achieved conserning linux and phones.(that is getting/sending
smses, placing calls, sucking out contacts etc).

I have to say that at least for me, configuring gammu was a major pain.
Gnokii was easier but with probably less functionality.
