This should work:

deb http://scratchbox.org/download/files/sbox-releases/legacy/deb/ ./

Oh the pain.  The true and unbelievable pain.  Trust me, keep with 0.9.8
for now, and wait for Maemo to switch to Scratchbox 1.0.
