Ah, that's a very important clarification. I hadn't understood that
distinction at all, and that's an important one. (The click-through
thing makes it exceedingly unclear what pieces are coming under what
licenses.)

OK, so is there any complete image that will fill my device will all
free software? I've found the 2.1 "developer" rootfs files I pointed
to earlier. Are those all free software? If so, could they be hosted
somewhere without the click-through so that re-distributability is
more obvious? Also, how about a more complete maemo image, (with
kernel, initfs, etc.) Does that exist? That's definitely what I would
want to work with if I were to ever do any development on this device.

Yes, I did just write mine down.

But the real bug was that I was downloading non-free software for this
device. That's what I'd like to fix. Has anyone succeeded in doing
that and can point me to how to do the same?
