You could do it yourself, (please equip yourself with scratchbox and the
usual stuff to develop on Maemo)

Download posix-locales source from the repository
https://stage.maemo.org/svn/maemo/projects/haf/trunk/posix-locales/

1.
Edit debian/rules and add he_IL in the `set_n770` there.

2.
do this:
$ export EDITOR=vim # or any other editor you prefer
$ dch -i

Then put your name and change the version there to, for example: 
posix-locales (2.3.2-13amichai1)

Then save and exit

2.
dpkg-buildpackage -rfakerooot
 
3.
Install the file in the up directory in your device and share it
somewhere (You could have a project in garage.maemo.org for instance).
