You can use

    apt-cache showpkg osso-af-init

to figure out what versions are available in the repos and then do

    apt-get install osso-af-startup=1.25-1

to install a specific version.

But note that downgrading is not really supported by dpkg and apt: it
will not check dependencies, I think, and it will not automatically
downgrade other packages if that would be needed.
