Dialogs and banners are conceptually different.  Dialogs expect user
interaction, take focus, and go away only on user interaction, banners
don't have any of these properties.

Besides, large enough, esthetically satisfactorily positioned close
button ('X') would take quite a lot of space in a banner. As a result
banners would cover significantly more of the screen and then you would
really need to close the banners...

If the progress notification is preventing you from something that
the application itself would be able to do, then the progress
notifications should be somewhere else.  E.g. in toolbar like with
Browser.  Maybe you should request this from the Maemo mapper instead?
