[maemo-developers] do we need garage sandbox repos?

A couple of questions to maemo community:
Is extras-testing going to be the only way to extras repo or direct
uploads to extras will be allowed?
If it's the only way to extras, what would be the best criteria for
packages from extras-testing to go to extras? Time? Voting? Some testing
results? Something else?
