Just to counter more rumours concerning why you might want to put your
package into the "user/foo" section:

  A package has to have "user/foo" in its Section field in order to be
  visible in the Application Manager.  If a package is not visible in
  the Application Manager, it will still install it automatically to
  satisfy dependencies.  It will also remove such a package
  automatically when it is no longer needed by any visible package.

  Also, a package has to have "user/foo" in its Section field in order
  to be installable with the "Install from file" method.  This has
  been done to avoid the surprise that would result from installing a
  package that will subsequently not be listed by the Application
  Manager.

  These rules only apply in blue-pill mode.  They can be deactivated
  in red-pill mode.
