If you installed scratchbox from debs, you could reinstall the
scratchbox-core package which provides the env file (apt-get install
--reinstall scratchbox-core). Or you can restore the file from this
tarball:
http://scratchbox.org/download/files/sbox-releases/apophis/tarball/scratchbox-core-1.0.7-i386.tar.gz
