I agree with Mike, for the reasons he gave, although I am not certain the 
single extras bug tracker actually needs to be a garage project.

It is the responsibility of the package maintainer to monitor that bug tracker 
and report bugs upstream if that is appropriate.

It seems like there is another requirement for the autobuilder: validate that 
the submitted source package has a corresponding component existing in the 
bug tracking system.  Or maybe it can create it automatically using the 
maintainer information from the submitted package?
