Tested on N810 just a moment ago:
1) put device in flight mode
2) /sbin/ifconfig
lo        Link encap:Local Loopback
          inet addr:127.0.0.1  Mask:255.0.0.0
          UP LOOPBACK RUNNING  MTU:16436  Metric:1
          RX packets:38 errors:0 dropped:0 overruns:0 frame:0

The lo interface is UP and running.

If by "inet socks not working" you mean "localhost" not resolving to
127.0.0.1, then say so. The lo interface seems to be running and well.
