Why "dpkg-buildpackage -rfakeroot -uc -us" returns

dpkg-parsechangelog: error: cannot open
debian/changelog to find format: No such file or
directory
dpkg-buildpackage: unable to determine source package
is

/etc/apt/sources.list contains following,

deb http://repository.maemo.org/ bora free non-free
deb-src http://repository.maemo.org/ bora free
deb file:/home/hzhang/maemo-sdk-nokia-binaries_3.1
bora explicit
deb file:/home/hzhang/maemo-sdk-nokia-binaries_3.2
bora explicit

What should I do to make it work?
sources.list
deb http://repository.maemo.org/ bora free non-free
deb-src http://repository.maemo.org/ bora free
deb file:/home/hzhang/maemo-sdk-nokia-binaries_3.1
bora explicit
deb file:/home/hzhang/maemo-sdk-nokia-binaries_3.2

I have seen that debian toolchain is not compabtable
with GNU toolchain that maemo using.
