No, you can't force users to login to download your app so that you can send them notifications at a later date; and I'd argue against ever adding such a feature:
* You'll be spamming people by default, without a clear
mechanism for unsubscribing.
* There is a "notify me of updates in this project"
feature, so this functionality already exists as an
opt-in.
* Your app, if it's for the tablets, should be uploaded
to Extras: a) the user won't be getting it through
Garage; b) the Application Manager will inform
users of updates.
