It's a utility service used by hildon-desktop. There is no API for setting the background from an external process, feel free to fill a feature request in bugzilla. Regarding general look and feel of the desktop, everything is in ~/.osso/hildon-desktop/*.conf (number of panels, panel configuration ...).
