It would, all of the packages on the device are (obviously) Debian packages, and the debian/rules of the typical maemo package is quite non-trivial. I'm not saying that OE can't do the same things (it can, and I'm a supporter of the OE as build system model, clearly), but it would take some time to rework every package and all of their tweaks.
