[maemo-developers] Application in Extras-Devel OK? Promote it!

Definitely don't skip the below steps. The autobuilder does not test
installation of the package. The package can fail to install and the
autobuilder won't detect it as it only tests building. If this happens
and you've promoted the package, you're stuck at the moment unless you
change the software version.
