The *.pc can normally be found under /usr/lib/pkgconfig, so...

dpkg -S /usr/lib/pkgconfig/gtk+-2.0.pc
libgtk2.0-dev: /usr/lib/pkgconfig/gtk+-2.0.pc

The *.pc files are part of the content of a *-.dev package.
