If the .pc file is not in a package which name ends with -dev, please
file a bug against that package.

The maemo package changes list can be used to check whether package
is maintained by Nokia (in which case bug would go to bugs.maemo.org)
and I guess the devel list can help in finding correct place for
others.  Currently there's no document about mapping between package
names and our Bugzilla components.
