[maemo-developers] How to get a general utility package cross-listed from tools to extras?

This is no longer academic as my minigpsd program is sitting in
extras-devel, and the ONLY problem it has is the bluez-utils-test
dependency.

(I did add a few things to the extras howto wiki to map some
obstacles, e.g. user/navigation, not user/Navigation, and the
Build-Dependencies explaining the reason).

Now, how do I get bluez-utils-test moved somewhere it can be found as
an ordinary dependency.

If the whole point of this process is to have things cleanly in Extras
and not private repositories, and not require hacking or installing
sdk/tools, or red-pill, there needs to be a way of maybe
promoting/cross-listing an SDK or tools package to Extras or some
other official place and category (maybe automatically if it is a
dependency - the autobuilder seems to do a lot of really good stuff
already)
