[maemo-developers] where might this old version be coming from

There's nothing peculiar to extras-devel about this "rule", it's true of 
all package management systems.  If you fail to update the version 
information, the package manager on your tablet/other-client doesn't 
know there's a new version to install and so it doesn't install 
anything.  This isn't enforced by the repo, and the repo can't enforce 
any different behavior, the client just doesn't know what you want it to 
do because you haven't told it what you want it to do.

Many folks use version numbers like 1.2.3-1, 1.2.3-2, 1.2.3-3 to 
indicate that each release is of the 1.2.3 version, and only the 
packaging info has changed (description fixed, files moved, etc).
