Yes. New qemu devkit is introduced with the beta SDK. See release notes:
"New, independent qemu devkit containing up-to-date user space qemu. While creating new armel targets, select qemu-arm-sb in order to use the new devkit."

You can update your current scratchbox installation as instructed here:
http://maemo.org/development/sdks/maemo_5-0_installation/#upgradealpha
