Yes, of course.  I think ideally dput should be changed to understand
the new .changes format.  A entry in .dput.cf could say for each remote
whether it is supported or not (the default being "no"), so that people
don't upload multi-package requests to queues that don't support it.

Maybe it is a good idea to add a new 'header' paragraph at the beginning
of multi-package .changes file so that queues that don't support it fail
very visibly and don't just ignore the second and later paragraphs.

I myself am not a big fan of multi-package build requests, so I am not
the right person to judge whether the change is worth the effort, which
would eventually include changing Debian policy.  But it sure is a
interesting feature, and probably fun to implement.
