I think the intention is to have "just plain Qt" applications work on Harmattan as well. Also, even if some of the app will need to change in order to support DUI, most of it really doesn't. All the "engine side" code for starters; QtCore does provide quite tangible productivity gains over using glib/c++ stdlib/posix.
