I don't know if it is 'preferred' or not, but the customized version of 
'py2deb' works pretty well:

Before this, I used 'pypackager', but it doesn't support the process of 
uploading to the 'extras' repository.

There are also documented ways of using the regular 'debian' package 
build process, but so far it has caused me a lot of hair-pulling, so 
(for now) I have stuck with the above methods.
