Read below for why it was done that way. If you don't upgrade libpango.so.* and /etc/pango/pango.modules at the same time (in the same package), there's a window where you can't start apps using pango. This is an issue when e.g. you're starting a debconf Gtl+/Pango dialog during the upgrade (this is not an use case in maemo, but you probably have other pango based programs which might have to start during the upgrade). (Also you don't want to ship an /etc/pango/pango.modules if it's autogenerated data which the user shouldn't touch; this belongs in some other dir than /etc.) -- Loïc Minier
