Hi,
This has so far been discussed on tmo[1] rather than the mailing
lists, but in a stunning display of yet again making unilateral policy
decisions on the fundamentals of Maemo userspace, Nokia have
introduced a "third party package policy" which has the noble aim of
trying to ensure that SSUs can't be broken by third party packages:

The purposes of this mail are two-fold:
1) To give me a non-tmo opportunity to moan about such closed-source
thinking on a) a supposedly open source component of Maemo (Hildon
App Mgr); b) a low level policy; c) something which impacts third
party development.
That the default position for this decision was in some behind
closed doors meeting in Nokia is *very* disappointing.
2) To highlight it on the place it should have been highlighted by
Nokia in the first place for further discussion and analysis.
It could be that the design of the solution is perfect, and the
implementation has few bugs. But I'd prefer to have known that before
people started noticing oddities in Fremantle.
Cheers,
Andrew
