In my opinion you covered the major development steps above, but for the GSoC project, first I would like to see a good barcode recognition framework that can be used in maemo or in other linux environments, that framework will be very handy for a lot of possible applications. If some time remain, the student can also develop a application GUI, as referred by you. The work already done in the maemo-barcode[1] project can be useful here too.
