I think that varies between distros and packages and upstream modules. We can decide what we want to do. For instance, - Ubuntu and RedHat try to think a bit more about GNOME issues and send them upstream only when they are sure that it's a bug and one they agree with. They generally try to hide the fact that upstream GNOME exists, considering it a distraction for most users. - Ubuntu and RedHat don't care about less important packages, so you won't get much attention from their bug tracker for them. You can file distro bugs but you'll learn not to bother. - Random Minor Distro users are best to use upstream because they don't have a bug triage team to send stuff upstream anyway. - gentoo users are meant to put everything through the gentoo bug trackers first.
