If I had a team of people and reasonable confidence that I could work quickly to resolve the problem then maybe that would be the right strategy. But, as I have had difficulty finding time to progress this for quite a while now, and no confidence I could move quickly to support people having problems, I do not think it fair to release it until I have found and fixed the problem. Finding time and resources is my problem -- but it underscores that the decision on whether particular bugs should prevent promotion or not is likely to be different for different applications and has to be largely under the control of the developer (subject to the basic quality controls we have already agreed on).
