Your plans seem to be quite complex so that in my opinion it is definitely worth to have a real device to test the things on and to see how your code really behaves on the device (performance, connectivity...)

The image is just a pre-configured ubuntu with the tools you find here. It gives you as well a nice development environment, but no real emulator, which you are looking for.
