We can fine tune the ugly corner cases as they come. Continually changing the goal posts doesn't seem very useful to application authors, or fair on testers; so I think it's worth the effort. Testers shouldn't have to keep getting emails saying "we've tweaked the rules again", and regular testers should be able to do it without referring to the rules each time.
