That would annoy me something rotten. I'd prefer an opt-in system, e.g. by adding a "Feedback/ratings" section to the application manager in which installed apps are listed and users can then rate/comment on them. That way if there's something especially good/bad I can go there and comment, but if I don't want to I don't have to. However, I do like the idea of asking people why they are uninstalling something, just as long as it uses radio buttons/listbox for the responses (so it's quick and I don't have to type anything if I don't want to), with a text input box for extra comments/description.
