Why would it? libqtm-dev is a headers package for the whole of Qt Mobility for
applications to build against, libqtm-sensors is a binary package of the
mobility sensors framework.

This is also consistent with how Qt itself is packaged pretty much everywhere:
libqt4-dev vs libqt4-core, libqt4-gui, ...
