Unless I'm completely wrong, drunk, and crazy, that menu is an internal UI of Hildon input methods and is not part of API exposed outside (since HIM only knows when it's needed). Some HIM developer could confirm this. So if you don't use Hildon input methods as all, you'd need to implement your own input methods. I'm not sure if the symbol dialog (it's not a menu) is open or closed source. -Kimmo
