Personally, I think a thumbs down should be valid only if there is an *accepted* bug report accompanying it (alas, not quite feasible with the current setup), as it's kind of silly to have 5 thumb-downs for the same (maybe invalid, or not as important) issue and thus block the whole release altogether.
