That's why I suggested a while back on various places that maybe there should 
be QA moderator(s) (QAmaster if you wish) who could follow up on tester's 
results (this would also help the interpretative nature of QA rules). 
Personally, I think a thumbs down should be valid only if there is an 
*accepted* bug report accompanying it (alas, not quite feasible with the 
current setup), as it's kind of silly to have 5 thumb-downs for the same 
(maybe invalid, or not as important) issue and thus block the whole release 
altogether.
