I don't know about Harmattan's OCR but you can use Tesseract like Dave
said or even Ocrad which is easy to compile under Maemo like I did for
this experiment:

If you're aiming for handwritten char-by-char recognition instead of
cursive text, then Ocrad might be enough imho.
