I agree with Graham: I'd like the quarantine process to be only about critical
problems, such as app not being optified, making the device unstable or not
meeting some basic formal criteria (such as bugtracker link).

I'm porting maemo-mapper to the N900; it is an application with a billion of
features, and some of them are not working correctly, and the UI for certain
operations is still unusable on the N900. Still, the application works fine and
is perfectly usable for basic usage and it seems not to be harmful for the
device. So, I wouldn't like it to be blocked from Extras just because some
feature don't work (for instance, one commenter wrote on the testing page that
he considers the absence of VirtualEarth maps to be a blocker, so he didn't vote
for it, despite liking it).

If applications are ugly or not completely working (but still not harmful), I'd
like them to have a bad rating, of course, but still be available on Extras.
