Exactly. Extras-devel is perfectly fine for experimental applications.
People using extras-devel know they can expect applications to not be
flawless.

End-users using Extras should be able to expect proper quality applications.

Some applications developers might not want to have their application
comply with all QA rules, but then the consequence is that the app doesn't
go any further up the chain.
