Alternatively, mailman topics could be used to filter out the bugjars
for people who don't want to receive them.  We'd need at least two, one
for the bugjars and a dummy one so that people can subscribe to it and
be able to flip the "receive messages that do not match any topic
filter" option so they get the rest of the list traffic.

That'd be very nice too :-)  How expensive are the queries involved in
the bugjar generation?
