There are 3 repositories instead of 2 because there are many cases where a package is built (and automatically put into extras-devel) but the developer does not want to start the testing process yet. Maybe they discovered an important bug just after they submitted the build, or they have only created half the functionality but wanted to check it builds in the autobuilder, or they have not yet completed the icons or the help but they want other members of their team to be able to start doing some testing, or they are responsible for a library and need the various applications which use the library to try it out, or ... There is no time delay on moving from extras-devel to extras-testing. *That* is the step that happens purely based on the developer's own opinion. They can do it in minutes or they can wait weeks -- up to them. Extras-devel is not a testing repository, it is an integration repository -- it is where things go for the developer to check it really built correctly and for the developer to check it works with the latest versions of other components (mainly libraries).
