Why should it break the philosophy of release early, release often?
Release early, release often is a important feature to create a stable
release - it's for testing purposes as main point.

In your Linux distribution you get only security updates in a release
(normally). When you upgrade your system to a newer version you will get
new software.

I think devel and testing is the right place for the release early,
release often practice. Devel is only a play field for developers. I
think testing is relative save (the developers has promote is so it
can't be so bad). You can easily test software.

Testing / Devel is only community driven and so it's a problem when
nobody would test the applications. But it's not different to a linux
distribution - the person where packed a new version decides which
program in which version should be included.

As described in many mails in this thread i think it would be useful to
integrate a vote feature into the package manager (it needs improvement
on a many edges more - faster, multi-install from more then one
package). As now the most users (me too) uses extras-devel and co as
normal repository and i have no problems - you have only to know that
it's a test field.

A official (payed) Person from Nokia who checks application should be
helpfull, too. This person can help to create a new Version with
preinstalled applications from the extras-repo in Meego with the optimal
user experience. I think the quality of software in extras (testing /
devel, too.) is very high.
