What's the exact promotion problem ? I don't see any errors on 
http://maemo.org/packages/package_instance/view/fremantle_extras-
devel_free_armel/cups/1.3.8-maemo12/ which is the latest cups I see...

If you need -dev packages on end-user devices to be able to use the service, 
you're doing/packaging it wrong. Are you sure Build-depends is not enough to 
pick up whatever is needed ?
