I was able to install gpe-contacts and gpe-todos from there, just needed 
to install first the maemo package. You'll find maemo_xxx.deb at:
  http://repository.maemo.org/pool/maemo/ossw/m/maemo/

But normally, typing:
  apt-get install maemo
should work.
