No, why?  If you get bored waiting for the timeout, you can hit
"Cancel".

Correct.  (At least, that's the idea.  There might be bugs.)

I don't understand.  The two options you list are not alternatives, as
far as I can see.  You can install .deb file with the AM ("Install
from file..."), and you can use repositories without the AM ("apt-get"
in a terminal).
