Nick,  Please go to this page
http://maemo.org/maemowiki/Flasher_tool_usage .  Look for the "Query The
Device" section of the page.  You are doing everything right.  At this
point push the power button.  Note you cannot be charging the device so
a full charge--just to make sure--is required before flashing.  This is
one of the oddities of flashing.  Having the power off then turning the
power on helps your computer's software recognize the device.  I don't
know if there's an explanation why the device functions this way.
