 You could losing out to your phone.  If you phone has been paired with 
your headset, when you put the headset in discovery mode, your phone may 
pick it up and automatically pair up before a connection with your 
tablet can be established.  If so, no available bluetooth devices may be 
shown on your tablet. 

  Also beware, even regular Bluetooth can broadcast quite some 
distance.  If I leave my bluetooth cell phone in my car, my earpiece can 
hook up (or remain hooked up) to the phone most anywhere in our 3000 sq 
foot house.  Take your phone out of bluetooth mode.  Ditto for any 
laptop or other device that has bluetooth, especially if it's been 
paired up with that headset. 

  Finally, there are stereo bluetooth headsets that apparently can pair 
with some (but not) all devices. Possibly because stereo protocols (and 
hardware requirements) may be different than mono-headset protocols.  I 
recently got a bluetooth stereo head set.  However, I haven't yet been 
able to get it to pair with my tablet or laptop (with bluetooth 
dongle).  I haven't tried with my phone yet.
