The "Install" button in webbrowser brings up the download window which
says "Size: 0.14kb".
I confirm it does not work.

The comments section in
http://maemo.org/downloads/product/OS2008/mdictionary/ says to download
https://garage.maemo.org/frs/?group_id=58&release_id=2194 instead.
This works (Size: 547kb).
