I concur. Client-side voicemail is only good if you primarily use that client.

In the new Telepathy channel handler architecture that's going to land in
Fremantle, a third-party application can register a voicemail handler that
would pick up if the channel is not accepted by the user after a certain time
interval. So this enhancement can be left as an exercise for the developer
community.
In fact, it's possible even now with Mission Control 4 filters, only with more
pain in the butt and little to no documentation.
