As said on bug #5345, most data provider doesn't allow you to do audio/video
calls (or if they do you don't want to to preserve your small quota).

At the moment, the audio/video XMPP capabilities are always announced making
you callable. But when you are connected on 3G you'll always have to reject all
incoming XMPP calls. This is really bad because you'll look like a rude person
and your friends will stop calling you on XMPP thinking this is useless.

This could be fixed by having a "This network connection supports calls"
option. If it's disabled the audio/video capabilities are not announced and so
people won't try to call you. In most case this is a better solution that
completely disabling the XMPP account (bug #5345) as you are still able to send
and receive XMPP text messages.
